Update 7/20- The House passed the “cut,cap and balance” legislation, which will now go the Senate.  The plan would allow $2.4 trillion increase in the spending cap, but requires immediate spending cuts and a constitutional balanced budget amendment.  The plan is not expected to pass a Senate vote.
